November 18, 2021 – An Addendum No. 2 to the Request for Proposal to provide Track Design Services in support of Norfolk Southern’s CREATE EW3b project is being issued to all parties who attended the pre-proposal meeting of November 9, 2021. This addendum provides notice that the submittal deadline for proposals has been extended to 12:00 noon CST (1:00 PM EST), on Tuesday, December 7, 2021.
Please note that Addendum No. 1 for this project is considered the “Q/A Addendum” and “Pre-Proposal Meeting Sign-in Sheet” was provided by email to all copied on November 16, 2021.
Norfolk Southern Railway Company (NSR) is issuing a Request for Proposals to provide Track and Civil Design services for CREATE Project EW3 – Segment B. This public private partnership infrastructure project is generally located near the intersection of Stony Island Avenue and 95th Street in Chicago, IL, and is intended to add track capacity and operational flexibility for railroads. Interested firms will be required to comply with certain State and Federal policies, such as Equal Employment Opportunity, Disadvantaged Business Enterprise (DBE) participation, and Davis-Bacon Act.

Proposals are due at 12:00 noon CT on Tuesday, December 7, 2021, via e-mail. Contractor selection is anticipated to be finalized in January 2022.
