CREATE Grant Applications

The CREATE Program has applied for federal and state funding through various competitive grant programs. The CREATE Program has been awarded funding from 11 successful applications out of 20 submitted to previous programs.

MPDG Application FY25-26

For the construction of the next phase of the 75th Street Corridor Improvement Project (75th St. CIP), it was announced on October 21, 2024 that the CREATE Program will receive $209.9 million of Mega funds and $81.3 million of INFRA funds for a total of $291.2 million MPDG funds.

CRISI Application FY23-24

The CREATE partners submitted an application for the FY 2023-24 Consolidated Rail Infrastructure and Safety Improvements (CRISI) Program to support the next phase of the 75th Street Corridor Improvement Project (75th St. CIP). The contents of this grant application can be viewed here.

INFRA Application FY22

It was announced on September 21, 2022 that the CREATE Program will receive $70 million in federal funding for the construction of the Ogden Junction project (WA1).  The grant application is available here opens in a new tab (PDF).

CRISI Application FY21

The CREATE Partners submitted a grant application to support the construction (Phase III) of project WA1 (Ogden Junction) to the Federal Railroad Administration (FRA). INFRA Application FY21

It was announced on July 12, 2021 that the CREATE Program will receive $19.1 million in federal funding for the Archer Avenue and Belt Railway of Chicago Grade Separation Project (GS9).

CRISI Application FY19

It was announced on March 12, 2020 that the Chicago Region Environmental and Transportation Efficiency (CREATE) Program will receive $12.9 million in federal funding for Pullman Junction (EW3A).

BUILD Application FY19

The CREATE Partners submitted an application to USDOT on July 15, 2019. The grant application is available here opens in a new tab (PDF).

Invest in Cook 2019

CREATE Program has been awarded a $500,000 grant from Cook County to support completion of Design Engineering (Phase II) for the GS21a project (95th Street/UPRR). More information about the Invest in Cook program is available here.

Invest in Cook 2018

CREATE Program has been awarded a $600,000 grant from Cook County to support Right-Of-Way acquisition for the WA11 project (Dolton Junction Interlocking). The grant application is available here opens in a new tab (PDF). More information about the Invest in Cook program is available here.

CRISI Application FY18

It was announced on June 12, 2019 that the Chicago Region Environmental and Transportation Efficiency (CREATE) Program will receive $19 million in federal funding for the WA11 Dolton Junction Interlocking.

IDOT Competitive Freight Program Application

It was announced on June 5, 2018 that the Chicago Region Environmental and Transportation Efficiency (CREATE) Program will receive $49.9 million in funding through IDOT’s Illinois Competitive Freight Program, which is administered by IDOT using federal funds.

This grant application for the CREATE GS11 Columbus Avenue & Belt Railway Company (BRC) Grade Separation was submitted to IDOT on April 6, 2018. The grant application is available here opens in a new tab (PDF).

INFRA Application FY17-18

It was announced on June 5, 2018 that the Chicago Region Environmental and Transportation Efficiency (CREATE) Program will receive $132 million in federal funding for the 75th Street Corridor Improvement Project (CIP).

FRA Application

This grant application was submitted to the FRA on November 4, 2015. CREATE was awarded a grant of $1.25M. The grant application is accessible here opens in a new tab (PDF).

TIGER VII Application

TIGER V Application

The TIGER V application was submitted on June 3, 2013.  The grant application is accessible here opens in a new tab (PDF).

TIGER IV Application

The TIGER IV application was submitted on March 19, 2012. The grant application is accessible here opens in a new tab (PDF).

TIGER III Application

ARRA High Speed and Intercity Passenger Rail Grant Program

The CREATE Partners announced January 29, 2010 that the CREATE Program will receive $133 million as part of the American Recovery and Reinvestment Act (ARRA) for a critical rail/rail flyover near 63rd and State Streets in the Englewood community on the south side of Chicago. TIGER II Application

The TIGER II application was submitted on August 23, 2010. The grant application is accessible here opens in a new tab (PDF).

TIGER Application

An application for Transportation Investment Generating Economic Recovery (TIGER) funds was submitted in August, 2009.  The grant application is accessible here opens in a new tab (PDF).

On February 17, 2010 Governor Pat Quinn announced that the Illinois Department of Transportation received a $100 million award from the TIGER program on behalf the CREATE Program.
